if he were referring to the pace of the battle in atsuyo he would've spoken in regards to ou sen himself, not his underlings. he also spoke as if the result of the war is a foregone conclusion, and it was only a matter of time until ou sen's "lackeys" accomplished whatever task was assigned to them.
kan ki can be cocky, but not so much so that he'd just assume ou sen can do away with ri boku on a whim. seems obvious based on kan ki's statement there that ou sen tasked some men to do something behind the scenes that'd force a premature end to this war, and kan ki was privy to that information. not really anything else he could've been talking about.
also, if ou sen was still depending on a win over ri boku on the shukai plains he certainly would've passed down some orders or something to ou hon and shin. we all know far too well that he's not the type to gamble on his chances of victory like that, and we alread know sending reinforcements to them wasn't apart of his plan from the beginning. surely he hasn't abandoned the right wing, but evidently he doesn't care about their victory anymore either.
