I remember the theory that experience stat may mean how much of their potential they've unlocked? Gokei being a B is totally illogical though - I put that down to an early-series mistake from Hara, same as Ouki's 93 leadership stat
That don’t make sense so are you saying Gaku Ki unlock more of his potential than Renpa and Haku Ki SS to their S.

Also Duke Hyou 95 leadership and YTW 99 leadership was release at the same time as Ouki 93 and Gokei 92 so I’m not buying early series mistake from Hara. It more likely we just don’t understand what Hara mean by command/leadership.

The first time stats was introduced the end of chapter 74 https://mangadex.org/chapter/62804/20 https://mangadex.org/chapter/62804/21

Hara explains it there; "how well one leads a squad or army". Ouki being 93 is just weird. Unless it's because of his strange attitude/humor.

leadership and experience have always been a mysterious/strange stats that we know barely anything about.

While the stats aren't really perfect, at least str and int are quite easy to see in the story (at least for the bigger guns). Leadership and experience are sadly very hard to be made off since some big characters' stat doesn't really make any sense

Leadership stat being how well one leads a squad or army is just silly. Sei has a 98 led stat, yet Ten told him that they needed people who actually knew what they were doing commanding the walls during Sai.

    Quality over Quantity

It's Obvious Gokei with his B rating didn’t see a lot of monster with his never run away policy because he would’ve been dead.

Geki Shin also didn’t see a lot of Monsters because he was in Yan.

Shin and the new gen has the benefit of the Coalition War and wars like the current one.
It's been said that the Fire Dragons regularly waged war against the Qin6 and the 3GH though. He can retreat when he's not the one invading too, he just won't retreat from an invader

wouldn't really make all that much sense tho. most generals we've come to know have already peaked before they got an 'S' in experience.

mou gou, chou tou, and geki shin surely didn't have a lot of untapped potential, for instance.

mou bu already had a 99 in str as a 'B'
But Gekishin hadn't developed his own talents for example, Moubu still had (and has) to grow in other areas than strength (though it also ended up making him stronger)

Tou went from A to S in two battles anyway, doubt he learnt that much compared to all his time with Ouki)

In reference to Kanki, I'm sure Gokei had stuff to improve as a general.

that seems to be the only thing Tou lacked, leading big armys himself as the leader.
