What makes you think he can't?

honestly, Riboku didn't do anything yet. His hands so far isn't exactly bad, sadly he just lack talented people so he needs to delegate the tasks to non-talented peoples

lacks talented people? he basically has a state full of hidden beasts and the best duelist in all of China. he just got too big headed and chose to bite off more than he can chew

most of these hidden beasts aren't even Qin's new gen levels in potentials. In practice these hidden beasts so far are not Qin's general level honestly.

We still haven't seen Bananji and Shunseijuu yet, so we'll see if they live up their hidden beast potential or not

the best hidden beast we know so far doesn't even listen to him or the state

the best duelist in china is busy chopping trees in the forest, it's not like this duelist even listen to him

His "hidden beasts" are no match against Qin both in quality and quantity. Qin already has 6 people on the level of 6GG (SHK, Moubu, Ousen, Kanki, Yotanwa and Tou), four commanders that will reach that level in the future and a competent king that can turn normal citizens into fighting zombies. Riboku's cards look very poor compared to that.

Shibashou might turn out to be something good, but aside from his city he doesn't care about anything. And it's not like Houken cares about Zhao either. The fact that Riboku convinced this guy to fight on the battlefield is already huge success.

Given that Riboku is dealing with a superstate full of prodigies with very little support from his own king I'd say he was doing great so far.

of course, what Riboku has to work with is <<< Qin's total forces but it's not typically required of Riboku to have to face the brunt of Qin's forces (although he stupidly issued a challenge to do just that), and you gotta remember, Qin is built to attack and defend from multiple states while Riboku pretty much only has to worry about Qin. His cards are more than sufficient enough for that task (before this invasion of course), he just allows them to be lined up and picked off one by one by Qin.

Honestly, the problem here is that instead of building on the achievments of existing Zhao antagonists Hara just keeps introducing new ones while shoving previous antagonists under the carpet. Keisha showed promise in CA? He'll just spend the whole Kokuyou jobbing since Kisui's the new golden boy. Kisui and Rigan showed promise in Kokuyou? They will look like incompetents while Hara hypes up the new guys Bananji/Shunsuijiu/Rinshoujo subs.

This has the result of making Riboku have this revolving door of attendants that looks ridiculous rather than impressive, and Hara constantly having to pull new Zhao baddies out of his ass.

It's not the same thing really, Qin would have attacked Riboku first even without Riboku's challenge. Qin has always been trying to attack Zhao. for example Kokuyou arc happens before Riboku's challenge. and while Kokuyou's arc is pretty "small" compared to current Gyou invasion, it is inevitable since Riboku construct a great fortress in western Zhao. And if he didn't build it, then Zhao would be an easy picking for Qin anyway.

The state of Zhao itself also has more trouble to deal with compared to Qin.
Qin: share border with Zhao, Wei, Han, Chu
Zhao: share border with Qin, Wei, Chu, Yan and Qi.

honestly, Qin is in a much easier place too defend vs all the other state since the borders shared is close with each other compared to Zhao which is all over the place

Huh? Last I checked Zhao was sandwitched between five states and Xiongnu. In this arc it was attacked from two directions by Qin and Yan and Riboku had to deal with both of them. Basically they can expect an attack from any direction.
With so many talents on their disposal and relatively big army Qin can easlily afford sending 200k army with three GG-level commanders and four young prodigies while their other armies can defend against other kingdoms. Zhao could never afford to do something like this.

Riboku made SHK too hotheaded and he made a reckless move. I think Qin would've been fine building on the areas they hold in Wei and Zhao to advance steadily instead.

Qin is a in a good position to attack the other states but their aggressiveness but them at higher risk than Zhao imo. See Coalition war.

The state of Zhao itself also has more trouble to deal with compared to Qin.

Chu can't invest in serious war but the only state(s) they would do it against is Qin and Qi. iirc, someone said Zhao's southern border with them is a desolate area and not worth attacking, even now it seems. Wei and Han aren't exactly in good conditions to invade Zhao, they also have to worry more about Qin. Yan is weak right now and we've seen the attack already, they lack too much to be able to truly threaten Riboku. Yan only attacked because Qin was a distraction and they were routed pretty easily. The Xiongnu are eradicated and a non factor right now so that leaves only Qin.
