There is always an underlying reason(s) why someone bullies another person. Those issues should be addressed in order to curb bullying. Just bullying them back isn't really helping anyone. It's only punishment, not prevention.

People tend to forget though that even if a bully bullies other people for reasons unknown (or known). (s)he chose this behaviour because this is the way they want to exact their lack of control on their own situation.
Shit rolls downhill so to speak.
So even if somebody bullies, they are still responsible for their own actions. And stopping the bully is priority number one.
SO no, Bullying is in my opinion NEVER justified. It creates a hostile environment that feeds off negative emotions.
But verbal dissuading of bullying is very important and people who can't stand up for themselves or don't know how to should be assisted as such.
